It sounds like you may have a bad water inlet valve. As a quick test, try turning down the water pressure slightly at the shutoff valve and see if that helps.
More than likely, though, you’ll need to replace the inlet valve if the issue continues. Also, if your ice maker has a fill adjustment screw, try turning it slightly toward the minus (-) side to decrease the amount of water entering the ice maker.
