I am not getting voltage to the heater element. I have checked the resistance on the heater element. I am getting 40 ohms of resistance. There is no resistance on the High Limit Thermostat.
I am trying to determine which color wire should should be providing output to the heating element to validate it is the control module that is bad.
Blue with the red tracer at P4 on the control board should be L1 to the heater, you can check that to the solid white wire on the same connector to verify output when the heater should be on.

I just rechecked the wiring to the control panel. There os a black and white pair that I assume are the main power feed to the control unit.
there are blue/r & blue/w going to the control unit. The blue/w goes to the heater element. The blue/r goes to the thermal fuse go to the heater element.
There is a pair of pale blue wires going to the control unit as well.
Run the diagnostic test mode from the tech sheet, at the end of the diagnostic cycle the heater should come on. You can put your hand near it to see if there is heat coming off of it. If this is the case then you have a bad turbidity sensor WPW10705575 underneath the unit in the sump area.
If the heater does not come on in diagnostic test then you are looking at replacing the main control board W10486463.
