Grinding noise and damp clothes after spin

Main Symptom: grinding noise, damp clothes
What happens & when:

We have replaced the suspension rods, and the splutch and belt, but we are still hearing a grinding noise between the rinse and spin cycle. and our clothes are damper then they should be when finished. It seems to be our last issue, do we need to replace the actuator?

Parts or tests already tried: new suspension rods, splutch kit, belt

Is the grinding noise occurring when the drain pump is running but the spin basket is not rotating, or is it occurring specifically when the spin basket is rotating? If it is occurring during rotation, did the clutch look like it was grinding against the pulley when the original clutch assembly was removed?
