At first my GE washer would allow the water level to get to high and water would overflow and now it doesn’t want to spin and it also wants to run a second rinse even when it is not selected. When it runs a second rinse no water enters the tub but it agitates. Please help.

You should see a tube connected to the tub, remove it and check to see if it is partially or fully clogged. If so clean it out and your problem will be repaired.
