GE Washer aborting spin cycle

Main Symptom: Will not go into spin cycle
What happens & when: starts to spin and then aborts

Error Code (if any):E38
Parts or tests already tried: tested where the black hose goes into the board and got inconsistent values so I replaced the board, but that didn’t solve the problem. Disconnected drain pump, cleaned filter, ran pump and observed strong water flow and pump sounds good. I heard there is another screen or filter somewhere that needs to be cleaned due to well water mineral buildup but I’m not sure where that would be.

GCAppliance, the error E38 is going to indicate an issue with the vent damper located on the front panel. If you press and hold the start button, rotate the cycle knob 180 degrees then release the start pad, this should enter the washer into a test mode. The cycle knob can be rotated until the number 24 shows on the display. Press start to activate the damper test mode. Does the damper open and close?
