GE top load washing machine main board replaced and will not program

Main Symptom: Will not let me program.
What happens & when: After replacing main control board all lights flash but when i push the start button to program personality the machine turns off and will not respond. Unplugged for 15 minutes and the same thing happens. Tried field service mode with no response. any kind of help would be appreciated.

If it will not let you program the new board, there has to be something else or the board is not communicating with the console.
