GE refrigerator GSH25JSTC SS motherboard

My 1-1/2 year old GE refrigerator does not go into defrost cycle. I applied power directly to the heating element and confirmed that the heater element and high temp limit switch are both OK. I tested the sugar cube relay that powers the defrost heater and it is also OK. Since the relay does not get 12 VDC control circuit power to its coil, I believe that it is safe to conclude that the motherboard is bad.
I read that there is a recall on the motherboard and that there is a list of affected models. I called GE but they say there is no such thing, yet many people on various forums are talking about how they had GE replace the board for free.
Can anyone help with a list of affected models or how to get GE to cooperate?
