Brand: GE Model Number: PS960SL1SS Main Symptom: Upper oven takes an hour to preheat to 350 degrees and when preheated oven temperature is actually around 325 degrees. What happens & when: Preheating the upper oven takes an hour to preheat to 350 degrees. Once preheated, the oven temperature is 325 degrees.
Error Code (if any): No Error Code
Parts or tests already tried: I have replaced the oven temperature sensor and range control board. Issue still remains. Lower oven works fine.
The display on the stove is showing 350 degrees. I have an oven thermometer in the middle of the oven on the middle shelf and it indicates between 320 and 325 degrees.
Does it seem like the oven takes longer to preheat than normal? Also, is this temperature consistent after the bake element cycles on and off 3 times after it says preheat is done?
As the upper oven is smaller, it should not take that long. It sounds like one of the elements is not heating properly and it is commonly the bake element that fails. With the power cord unplugged or the breaker turned off, the upper oven relay control would need to be accessed. The orange wire with black stripe at J23 (this wire would need to be disconnected) would need to be tested for resistance to the yellow wire with the white stripe at the relay K18. Do you get a resistance reading close to 21 Ohms?
The next step would be verifying the broil element tests good. It looks like you should be able to test the element directly from the back of the range instead of at the relay control. If you disconnect the purple wires from the broil element (they lead to the same relay on the control so it would not cause an issue if they are reversed), the inner and outer coils can be tested for resistance. The inner coil (inner two terminals) should measure around 23 Ohms while the outer coil (outer two terminals) should measure around 115 Ohms. A bake cycle uses the broil element during the preheat phase and a failed broil element can affect heating. Does the broil element test good and which specific control was replaced?

Thank you for quick reply and the link to the oven controller. That is the board that I replaced. I removed the “old” board and replaced it with the “new” board, again.
The upper oven took 1 hour and 17 minutes to preheat to 350 degrees F.
In comparison, the lower oven took 14 minutes to preheat to the same temperature.
I left the oven on for about an hour to monitor the internal temperature. The temperature on the display indicated 350 but, the thermometers (I had 2 in the oven) were reading 300. The temperature appeared to stay pretty close to the 300-thermometer/350-display temperature.
I then adjusted the temperature setting to add 25 degrees and reheated the oven to 350 degrees, again.
This time the internal thermometers were reading 325 degrees and the display, once again, was showing 350.

If you access the small relay board at the back of the range, set the upper oven to bake, and test from the orange wire with black stripe at the DLB relay K7 to the yellow wire with white stripe at the bake relay K18, is there 240 Volts AC when the oven stops increasing heat? This is to identify if maybe the upper oven high limit switch has weakened and preventing the oven from heating up more.
I finally found a wiring diagram. Of I am reading it correctly, the wires may not be connected properly. My diagram indicates J24 should have a solid orange and J23 should be orange and black. If you notice fron the picture, J24 is orange and black and the DRM DLB COM is solid orange. Should those two wires be switched?
If the orange wire with black stripe at J24 is going to the high limit thermostat, it would need to be switched with the solid orange wire. Have these wires been removed before?
