Main Symptom: Bake/Broil Elements not Properly Heating
What happens & when: When heating the oven, it will get up to ~270 degrees F. If you turn off the oven and turn it on again, it will generally reach ~350 degrees F. When you do this, it appears the top/broil element is providing heat. It’s hard to tell how much if any heat the bottom element is providing. However, you can definitely tell the top element is providing heat.
Every once in a while, when trying to heat something over 400 degrees F, turning off/turning on the oven again will result in the bottom coil heating as you can clearly see it glowing red.
As part of troubleshooting, I measured and recorded the resistances included above. The control board does not show any error codes.
I’m not sure what the problem is. I found in a different forum, the resistance of the sensor should read ~1080 – 1090 ohms at room temperature which it does. I’m not sure what the resistances of the elements should be, but I’m thinking they are likely alright since they are close in resistance to each other.
The only other thing left is the control board. Any help / insight is greatly appreciated.

Parts or tests already tried:
temperature sensor [WB23X5340] : 1090 ohms (@ room temperature)
top/broil element [WB44X10015] : 16.9 ohms
bottom/bake element [WB44X10016] : 16.7 ohms

Check to make sure that there is 240 vac getting to the bake element. If there is proper voltage then the element would be the issue and if there is not proper voltage then the control board would be the issue.
Thanks, I asked my wife last evening to recreate exactly what she does, so I see for myself exactly what is happening. I have modified below my original post with the latest observations.
When trying to heat the oven to bake 425 degrees, it will heat up to ~253 degrees F and stop heating. You can hear the control unit clicking several times while this is occurring. You can open the door and feel heat from the top/broil element, but not the bottom/bake element. If you leave the door open, the oven will not attempt to heat any further.
Now, if you turn off the oven and turn it on again following this, it will generally continue to heat past the 253 degrees where it was stuck before and heat up to the set 425 degrees. This time, it is heating from the bottom/bake element as you can see it glowing orange, but not the top/broil element.
If you open the door for a minute or so, you can hear the relay click/close to reheat the bottom/bake element and it glows slightly orange, and then click/open again and it keeps repeating this cycle to keep the temperature.
If you set the oven to broil, the top/broil element heats up to glowing orange and not the bottom/bake element as you’d expect.
From what I can see, both elements appear to work. The temperature sensor appears to work since the oven will heat up to bake 425 as mentioned and will cycle on/off to keep the temperature. So, I’m not sure if it’s the temperature sensor, leaving the control unit.
What is your best guess based upon this latest info?
