Ice maker is not getting water. Ran self diagnostic on original ice maker and arms turned but never activated water supply solenoid. Checked voltage at solenoid and has one leg of 110 volts on orange wire. Did do a resistance test on white or yellow wire at solenoid to ice maker connector and found one that was 0 ohms Never had any voltage across solenoid, solenoid has 200 ohms resistance, installed replacement part and still no voltage(ac or dc) across solenoid, thermometer in ice maker drawer says 5 degrees F. Tried moving paddle on replacement part 4 full sweeps as I saw online that would put it in test mode and nothing happened.

Read this to manually put it in a cycle mode. Here is the mini manual:
New Electromechnical Icemaker.pdf (959.4 KB)
31-51740 GE GDE20GGHBRWW Refrigerator Mini Manual.pdf (1.4 MB)

I put the fingers straight up and checked voltage at the solenoid where the water connects to the fridge and while the fingers continued to rotate in the next 3 minutes there was never voltage across the terminals of the solenoid.

what should my next step be?
