Parts or tests already tried: evaporator fan, defrost heater and thermostat, freezer temperature probe, main control board, refrigerator temperature control board.
Everything runs bd. Cleaned condenser. Fridge runs 32-34F, but freezer won’t get below about 28F. Rather than wire nut new connections on defrost thermostat and temp probe chose to solder those. Could that be the issue?

Check to make sure the freezer lights are going off when the freezer door is closed! Also make sure the ice maker is not jammed with the heater on. If that’s good post a picture of the evaporator frost pattern!
It was hard to fit in the freezer and close the door to see if the light was off. LOL. Really just opened the door and pushed the switch and the light went off. Didn’t take the evaporator cover off, but when I did after repairs, only the bottom two evaporator coils were iced up and the defrost heater had just come on. Assume it should have been completely frosted before defrost. That’s why I changed out the main board. Who knows what evil might lurk in all that solid state stuff.
Or just put your cell phone in there with the video on and record. Here is an example that bit me years ago. I did what you said push the switch and the lights went off.Also knowing that GE had some problems with the door when closed not hitting the light switch lets say flapper and the light was on with the door closed! Poor cooling was the results.I even closed it very slowly and with the door almost closed to about 1/8 of an inch the light went out.BUT when completely closed the light was actually on!!! Call back on that one the next day!!
