GE electric range 12 inch burner inner element not heating

Main Symptom: 12 inch stove top inside element will not heat. Outside will heat.

What happens & when: I replaced the infinity switch with the 9 inch burner switch that is working and still had the problem. I checked the resistance with a meter and I get a good reading, a short. Does that mean that I need to replace the control board? Or is there further troubleshooting that I can do to determine the bad part.

Can it still be the heating element even though it ohms out correctly?

Could you describe to me how to check out the control board voltage for the inner and outer heating element. Maybe at the infinity switch? I am assuming there should be 120V on the circuit when you turn the infinity switch to ON. Could you give me where to check to make sure the control board is not putting out voltage to the inner heating element,

Ok first off the control has no control over your cooktop burners. Secondly you cannot use the 9 inch burner switch on the 12 inch eye. Third did you check both sets of coils in the 12 inch eye.

Also is the oven operating properly? This is just a quick test to ensure the stove is getting 220v ac. You should read 220v ac at the 2 power terminals (L1.L2)on the switch when activated
