Ge dryer all lights blinking

Main Symptom: ALL LIGHTS AND DISPLAY SCREEN BLINKING
What happens & when: Replaced the control panel in my GE dryer with WE04X29099 control panel which was the one for my dryer. After install and reassembly I went out and turned back on the fuse in the breaker box. All the lights and display panel was blinking. Went back out and flipped the breaker off waited 10 minutes flipped back on and was still blinking. Looked online found I had to contact GE for the correct code emailed to me. Did that and got the code and instructions how to. Flipped the breaker back on still blinking of coarse. Still tried the instruction and to no avail still wouldn’t work.

Error Code (if any): Would let me get that far before of after replacing part.

Does it do anything when you try to enter service mode by pressing VOLUME-DELAY-VOLUME-DELAY?

Or, when all the lights are blinking, does pressing TEMP or LEVEL together or separately do anything?

It don’t let me do anything

As soon as I flip the breaker back on it starts the blinking.

Yeah I got the instructions from GE for the reset
