GE Cafe C2S980SEM5SS Gas top electric range Control Board replaced won't power on display

Main Symptom: Replaced control board because it would heat to temp say it was at 350 but actually drop and not hold temp. Replaced the internal thermostat probe first had the problem led to a board issue. affected the lower oven too.
What happens & when:

Error Code (if any): No light on display. All 120 volt feeds in series read/show 120 volts (red wires). The board is getting power but no display. Checked fit of all plugs and molex multipin connectors and everything is connected exactly like original board. a little plastic black tab fell out of the board when I opened it, but could not see where it went. Could just be trash or something internal. Actually I think I see where it came from, 1st photo, right side middle by the transformer and capacitor and screw you see the plastic hole… so it might just be a defective board?
Parts or tests already tried: volt meter on all power cords, refit all connectors and tested fit. There is no light to the display. Checked display multipin from the board and it is connected. Any help would be appreciated. Thanks Bill

Thank you. I’ve went through the tech sheet. Everything is as it should be. To double check myself since this new boards display was not lighting up at all. Just a brick, i reinstalled the old board. The old board lit up fine and works just fine, other then the intermittent heat. I re installed the new board and nothing. No lights. I re checked power and its getting power to all components. It just is dead. They said I had to have a conversation with a tech before I could exchange it to prove the board was DOA. So now what do I do since I have tested it with a voltage meter my own old board and it’s not working?

From what testing has been done, the main control WB27K10377 is faulty from what it sounds like.
