GE 220v Window Unit won't come on

Someone gave me an 18000 BTU 220V GE Window Unit. It has a digital front, and it won’t come on. No lights, no sound, nothing. I know the outlet is good because 2 multimeters say it is a live outlet.

My question is, would the circuit board be the culprit? Also can I change it out to a manual (knobs) instead of a digital? I thought I had seen my boss do it before when I worked at an used appliance store, but I don’t remember enough about it to “recreate the genius” he performed. Thanks!

after doing further inspection, i noticed it had a “membrane board” or pad, that was plugged into the circuit board and actually is the power button and all other controls.

would that be the bad part or the circuit board? i know nothing about this area, but i was always told the boards go bad. (Have inspected the circuit board, looks to be no burn marks or anything unusual with it.)
