The bottom oven bake burner will not light to enable baking. I can turn the knob to broil and the top broiler burner will light. The flat igniter “appears” to be getting red hot but the burner will still not light off.

Your symptom could be caused by a defective oven gas valve or a ‘weak’ oven ignitor. (And yes, an ignitor can glow and still be defective.)

The only way to determine for certain which is responsible is to test the amperage draw on the ignition circuit although an ignitor failure is the most common (70-80%) cause of problems in such an ignition system.

The ignitor on your model should draw 3.2 to 3.6 amps. Anything else and it is defective. If it is drawing within those tolerances, the oven valve would likely be most suspect.

Bottom oven will not heat in bake mode. Broil hi & lo works fine. Igniter does not turn on in the bake mode but hear & smell gas. Although can not lite the burners with flame at top or bottom burner tubes.

Than check the things mentioned for that symptom described at the ‘Understanding Gas Oven Ignition Systems’ link previously supplied.

No gas should be released without the oven ignitor glowing. I don’t know where the gas you smell would be coming from. If it was through the burner, they should be able to be lit with a flame.

If you need further assistance please post the appliance’s brand name and model number or even better, start a new message for your query (rather than replying to someone else’s) including that product information and describe what tests have been performed so far.
