Gas Range burners putting off toxic smell

I manage a property in the DC area. Tenant called gas company because of fowl/toxic smell. Gas company red tagged the drop-in gas range.

I looked at it and the burner flames are very high, like 2-3 inches. It lights fine but there is a strong spell not really natural gas (which is what it uses) but toxic smelling never the less. CO2 reading was high according to the gas company when in operation.

A local technician had no clue.

Any ideas?

Could use an experienced person in the Alexandria area to fix it.

regulator is possibly bad allowing too much gas in but as far as a toxic smell the gas supply is tainted or they were using chemical cleaners on the unit giving it the smell or making drugs on the cooktop perhaps.
