Frigidaire wall oven

Help please. I have a 20-30 year old wall oven (Frigidaire). Both elements get warm but not hot (impossible to bake anything). I’ve eliminated some things and think the problem is the oven thermostat. I cannot read the model number but the thermostat itself has this number stamped on it: 6564063. The lady at Parts Pro said that item has a substitute: number woi 5306564063. How do I know if the thermostat is in fact the problem? What else might cause the elements to get warm but not hot? It’s a bit older than that. That part number thermostat was used in GM Frigidaire ranges and ovens from ~1959-1963.

A short allowing only 120 volts to the element instead of 240 like it should. Also a problem with the power supply to the oven could be a possibility as well.
