Hello. I need help trying to figure out if the compressor, or something else, is damaged. We’ve had intermittent electric issues with the line the fridge is connected to. I disconnected the fridge when I noticed the issues but apparently it was too late. The light inside the fridge works and I think the evaporator fan is working (I hear a faint sound), but the compressor and condenser fans won’t start. I removed and tested the starter and capacitor and from what I have read so far they appear to be OK. The starter does not rattle and reads just under 12 ohms, is that normal? I measured the resistance across the two leads that plug into the starter and I got 45 ohms. I also measured for voltage across those two leads when I connect the fridge to see what the starter is getting, but I don’t get anything; again, is that normal? I also checked the thermostat for continuity and it checked OK. I have not tested the compressor yet. I’m leaving that for last hoping that it’s something else, especially with the condenser fan not running as well. Please help with suggestions on what else I should check. Should I see voltage across the two leads plugged into the starter? If yes, then what could be the culprit?
According to this wiring diagram, the compressor, condenser fan, and evaporator fan should all be on at the same time.
So either the timer or the cold control is stopping them from running.

Thank you for your help. I checked the cold control, I referred to it as thermostat in my original post, and I got continuity when I turned the knob. I haven’t checked the timer though. I suggestion how I can test it? Also, I think the evaporator fan is running, unless that faint sound I hear is something else.
*Any suggestion how I can test the timer? Also, if I’m not getting a voltage across the two pins that plug into the starter, does that mean that something else is faulty upstream or is that normal?
The timer has a place where can turn it with a flat blade screwdriver. So it can be advanced through its cycles, defrost and refrigeration.

It was the timer, I guess it was stuck in defrost mode. Thank you so much for your help.
