Fridge not cooling

Brand: GE
Model Number: GCL22QGTE SV
Main Symptom: NOT COOLING FREEZER AND FRIDGE
What happens & when: The freezer and fridge both got warm and the ice melt

Error Code (if any): Don’t know how to check this
Parts or tests already tried: Photos / video link: condenser fan is working, evaporator fan is working, everything is clean. I’m hearing a fan whirring noise from the food side top of fridge inside.

This could be caused by a few things. If you place your hand at the back of the freezer, does it feel cold like there might be ice behind it? If not, then next step would be identifying if the compressor is receiving 120 Volts AC when testing the wires going to the overload and start relay. Is there voltage present?
