Check if the evaporator fan is running and if the evaporator coils are covered with frost?

ok i checked the fan and coils the fan wasent spinning till i spun it now seems to be working fine but the coils arent getting cool at all

If the compressor is definitely running and it’s worm to a touch but the evaporator not frosting over - there is the sealed system problem: no freon, restriction, compressor.
Any of this will be $$. Call the service co.

ok does it matter that it was on its back for afew hours we let it stand up a day before pluggin g it in but could this have any thing to do with it and how long does it have to be running to start getting cold thank you for your help

Within 12hrs it should be subzero temperature. Being on the back
allows the oil from the compressor to escape into system and when you turned it on - the oil blocks the capillary tube.
That called a restriction.
This problem is not going to go away by itself.

it was out of freon all the way no pressure in the line its on its way to scrap yard now thank you for your help
