Freezer nor fridge getting cold enough-compressor and run capacitor tests good

Brand: Crosley
Model Number: CT19G6W
Main Symptom: not freezing/cooling well
What happens & when: worked and unplugged for 2 years, now freezer is cold but doesnt freeze and refrigerator is not cold enough

Error Code (if any): none older unit
Parts or tests already tried: compressor good, run capacitor good, door seal good, coils clean, fan working. Embraco compressor with start capacitor mounted on side of fridge–not attached to a white start relay.. and I dont see an overload relay near it.

Unfortunately, the link is leading to a page is not available indicator. Do the fan motors and the compressor all operate almost non-stop? If they do, what does the evaporator frost pattern in the back of the freezer look like?

The freezer gets a bit colder than mid refrigerator temp but fridge part just slightly cool. We have continuity with the compressor and relay test good. I see no overload or start capacitor?.. Freon has been added with correct monitoring/gauges. Main fan ran continuously, not sure about the evap fan but it seemed to run.

It sounds like there is an issue with the sealed system. If you have access to a UV light, does the circled spots in this picture show up in an ultraviolet color? Also, are there any oily spots near or under the oxidation spots?
