Freezer is too warm

I have a Whirlpool refrigerator, model GX5SHDXVQ00. My problem is the freezer will not get colder than 20-25 degrees. I have cleaned the coils on the bottom of the unit, replaced the Run Capacitor and Electronic Control Board. I noticed frost on and adjacent to a small vent in the inside rear of the freezer. I emptied the freezer and turned it off to defrost it. It still is only 23 degrees. It is currently running, while empty. While replacing the Run Capacitor, I noticed the fan operating smoothly and there was water in the pan. I would appreciate any assistance in fixing my issue. Thank you.

Why? Did they prove to be bad?

On the freezer back wall?

For how long? The refrigerator would need 12-24 hours of off time with the doors open to defrost the refrigerator.

Take the freezer back wall off and inspect the frost pattern on the evaporator/cooling coils…all evenly frost, 1/2 frosted and 1/2 bare, ball of ice, etc.

If you take a look at the evaporator, does it barely have any light frost on it, if any at all? If it has less than 3/4 of a frost pattern on the evaporator after 1 hour of compressor run time, there is a sealed system failure that would require an EPA certified technician to repair it. If the evaporator is completely caked in ice, there is a defrost issue that can be tested to identify what is causing it.

Thank you Jeff and William for your assistance. The Run Capacitor and Electronic Control Board did not fix the issue. The frost was on the freezer back wall. I defrosted it for about 8 hours. I do not see any frost on any coil when I take off the rear panel. Since my defrosting, I did not fill the freezer as full as before. It is maintaining at 16 degrees.

With it running, remove that false back wall and inspect the frost pattern. All coils evenly covered, 1/2 frost covered and 1/2 bare, ball of ice, etc.
Maybe even take a picture so we can see.
