Evaporator fan not turning-VOLTAGE?

First time poster, long time viewer. Thanks for all your help over the years.
My refrigerator evaporator in a twin cooling samsung does not work. Frost on coils. The foods on top get frozen. Freezer ok, compressor and all other fans ok. After looking over the site I still have some questions.

  1. Should evap fan in fridge always be on when compressor is on? I know I read its supposed to but I don’t know for this model. There is no voltage at fan input socket when I take cover off with the compressor on.

  2. I checked output at board at RFAN MOTOR ( pin 3) at CN 75 socket on control board and there is 0 Volts. Pin 2 at same connection has 10.5 v dc and this is for FFAN MOTOR. Could it be control board? Or could input from heater circuit not let output from board turn fan on?

  3. How do narrow down problem? I am working off that small print with a magnifying glass that is on the back of the fridge. Is there any way there is a larger diagram available?

I am a mechanic and NOT an appliance guy so I appreciate if you guys and girls can help me out. After researching for 6 hours I see there are a lot of problems with this model, I just don’t want to be swapping parts until I can think out the solution.

Below is a link to a service manual.
It does not show that it includes an AASH unit but is for the RF266 series of units so it should be close to your unit.

I’ve crossed by your thread today and the problem of my Samsung RF266AFRS is identical. The voltage input to the fan was 0 volts. I have checked manually the fan and it is working. I ran the diagnostic to my fridge and got F-sensor error. I’m ordering the part and awaiting it to come for replacing.
Have you resolved your problem? you don’t mind to share it with me. Thank you for sharing and help me out.
