Just replaced both the circuit board and a new evaporator fan motor, but the fan is still not running. The evaporator coil freezes up and I can hear the compressor running, leading me to believe there is sufficient head pressure. How can I make the fan run?

If the answer to the above is yes then it could be that the problem is just the defrost thermostat.
To check unplug the unit and measure the defrost thermostat with a meter. It should be 0 ohms when frozen.
Note: it opens just above freezing.
If there is no ice /frost on the evaporator coils hold the face of the thermostat onto an ice cube to get it to close.
If it does not close it is toast.
