My Estate by Whirlpool electic dryer runs, but the knob does not advance on any setting. Also, it does not heat.

When you say “the knob does not advance on any setting” does this include timed dry?
In timed dry the timer motor gets power directly from the line through Timer Switch 0.
In auto modes it gets power through the heating coil when the coil is turned off by a thermostat.
If the timer advances in timed dry but not auto then odds are the heating coil is burned out.
If it does not advance in either mode you could have a power problem, the centrifugal switch is not closing or the timer motor is shot.
I would start with the power.
Try flipping the breaker off/on slowly a couple times.
Sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
