Error Code F21 Washer not draining

Our Whirlpool front load washer is not draining and we have error code 21.

I have cleaned out the filter which was full of hair pins and pennies but it is still not draining. All the hoses are clear and the pump is running. If the impeller is running shouldn’t it be draining the water?

If it is not draining then there is an obstruction in the hoses, or the pump is not pumping. It may be damaged so it looks like it is running but will not do so under a load.
