Top of stove burners work fine.
The touch panel at top rear of range does not light up and cannot get the oven to turn on. Pushing panel keypad does not do anything.
Is there a fuse that might be blown?
Or what test can I perform to indicate degree of operation?
Is this something that frequently happens?

The only fuse is i just for the broil element.

You could check for the correct power to the unit.
Do the surface indicator lights work, they use the L1 to Neutral side of the line as does the control board. Spo if they do not work you probably have a power problem.
If power and wiring are good then odds are the board is toast.

I would not say frequent but it is fairly common for electronic boards to blow in all types of appliances.
Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
