My Whirlpool electric oven is not heating up for any settings (bake or broil). The oven is about 3 years old. The range and touch pad both work fine. I checked the thermal fuse - and it is still closed. I also have checked the heating elements and temperature sensor and all seem to be working (broil ~ 17, bake ~25, temp ~1080).
I have 240V coming into the terminal block (120V in each of two separate wires), but the thermal fuse, broil element, and bake element are all only receiving 120V. I’m pretty sure that the elements need 240V to operate - is this correct? What would be causing the elements to only get 120V?

Probably getting it from the DLB relay contacts but the bake/broil relays are not closing.
Since the stove top elements and their hot surface lights work it does look like the power is OK.
Unfortunately it sounds like the control board is toast.
You could try the diagnostics to see if it comes up with anything.
I am assuming you have tried both bake and broil modes.

You ran the diagnostics and it came up OK, that is about all you can do.
Since you have doe a fair amount of troubleshooting, if you order the board from AppliancePartsPros and it does not fix the problem they will let you return it. See their return policy.
