Whirlpool oven- The top element in the top oven will not go off even though the control panel seems to be working properly . While baking at 300 degrees the oven became too hot, F3 error code, and the only way to turn off the oven is to turn off the circuit breaker. Would a faulty sensor keep the oven from being turned off? Or do I have a control panel problem? Or both?

I would lean towards the control board only as the culprit.
Another possibility would be that a wire going to an element has shorted to the case/frame so it always receives 120 volts.
If the sensor was gone the board should have shut the element off as soon as it sensed an over temperature fault so the sensor did itβs job.
