Front burner on electric stove won’t heat - have replaced element and thermal block - only getting 120 volts vs 240 any ideas?

Not sure what you mean by “thermal block” if this is a thermal limiter and the element and limiter check out OK with a meter, then odds are that the infinite switch for this element needs replacing.
It has to be the switch at this point. If you want to check the switch and have a meter, all you have to do is pull the wire off the terminal L1, and put one of your meter leads on that terminal, and the other meter lead on H1, and then turn the switch on. Now you are doing this with the power off, and the meter is on Ohms. So if you don’t get a continuity reading, it is bad. But, if you already replaced the element, and the burner block, and all is cool there, it has to be the switch. Tom ApplianceEducator.com
