After dissasembling burner I found the smaller (inner) burner to be broken.
Is this normal occurence or did something elese cause problem? In other words should I just replace the burner or should I also replacing a switch etc??

Such situation is pretty normal and I do not think you have to replace the switch unless it was any other signs. Replace the heating element it. and hopefully the problem would gone.
