Dryer wont heat

My mom has a Whirlpool Cabrio. Dryer stopped heating. We tested the thermal fuse and it test .3 on the ohm meter. The heater element tested at 9.8. Any ideas what else could be wrong before assuming it might be the board. We did get a a lot of lent that was clogging the vent.

If the fuse you tested is the one on the blower, then it is not the one to check as it kills power to the motor not the heater.

The first thing to check is the power.
The motor/light etc. use half the line (120 volts) but the heater requires the full 240 volts.

Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.

If OK
Unplug the unit and check the thermal cut-off and hi-limit thermostat an the heater assembly.
If blown then there are other things that should be checked before replacing them.
