Does the dryer run?
If it does, then the first thing I would do is check for 240 VAC at the dryer wall outlet. The motor needs just 120 VAC to run while the heating element needs 240 VAC.
Remove the terminal block cover on the back of the dryer. There are three wires connected to the terminal block. The wire in the middle is Neutral. The normal reading should be: 120 VAC between each end wire to the neutral and 240 VAC between the end wires.
