Dryer won't heat

My dryer runs but has no heat. I’ve tested the thermal fuse, thermostat, heating element, and selector switches. All had continuity. When I tested the voltage at the terminal block where power comes in to the dryer, these were the results: across the middle terminal and the left one it read 120V, across the middle one and the right one it read 31V, and across the two outer ones it read 74V. This doesn’t quite seem right to me. Would the problem be the power supply or the wiring?

It should be 120 on both sides and 220-240 on the two outer posts.

The first thing I would do is go flip the breaker controlling the dryer off then back on and see if you get heat. If not, unplug the dryer from the wall and check the voltage at the wall.

Flipping the breaker didn’t work and I got the same voltage readings at the wall as I did on the terminal block.

Looks like one of the breakers has gone bad. You need an electrician to diagnose and fix it.
