Parts or tests already tried: Heating element, the one inside was burned on both sides, one of the leads to the heating element was burned and no longer connected.

Do you have a picture of what’s going on? That will help me get a better idea of the issue and point you in the right direction with the best way to fix it.
have pictures but see no way to post them. I fixed the wire, and put in a new heating element. They sent me the wrong dryer thermal kit as was I was going to replace the old ones. The ones read zero ohms on an ohms meter. The element elements a where not broken and read zero ohms. But with burn sides of it I replaced it.
Also cleaned the entire area and check the exhaust back to the wall, found no problems. I am wanting to make sure it is safe to use.

As long as all of the necessary parts have been replaced and you’ve thoroughly checked the wiring harnesses, you should be okay. I would still recommend inspecting every wire carefully one more time to make sure there aren’t any damaged, pinched, or loose connections that may have been missed.
A damaged wire or poor connection can cause the same symptoms even after replacing the faulty parts.
