Dryer not drying clothes

I inherited this dryer. It takes several cycles for it to dry a normal load of clothes. I’ve tried timed and sense dry and no difference. I know the exhaust duck is not blocked as my previous dryer worked fine. The element is coming on but will only stay on for about 7 or 8 seconds. I unplugged the unit and took off the back panel, removed the lint trap housing and it was clogged by the blower wheel. I cleared the clog and still no improvement. The air is not hot that is coming out of the vent hose. Also the lint filter has nearly nothing on it even after having towels in it. I’ve reset the breaker a few times as my other dryer was working I’m sure there is 240 at the plug. The cord is wired correctly. Not sure what else to check, any help is appreciated.

Does sound like a vent problem to me.
Try the following so you can positively eliminate it as a cause.
Also check your lint screen. Sometimes they can get coated with fabric softener residue which greatly reduces the air flow. It can be cleaned with soap and water.

Undo the dryer from the exhaust
Run a load
If the load dries correctly then you have a vent problem.
Clean/check the vent system. Make sure the outside louvers open fully.

If you do not want lint in the house.
Take a pair of pantyhose, put one leg into the other and attach this to the dryer exhaust.
Leave enough room behind the dryer so it can blow out like a windsock.
Run a load.

Both the above will allow you to check the air flow and temp.
