Does the timer advance?
Does it do this in both auto and timed dry modes?
In timed dry the timer motor gets power directly from the line through Timer Switch 0, T/X contacts.
In auto mode the timer motor gets power through the heating coil when the heating coil is shut off by the operating thermostat through Timer Switch 0, T/F contacts. If the heating coil is grounded or for some reason is not turning off then the timer motor never advances.
