After checking the water pressure to the unit, ensure that it is letting in enough water, no crimped hoses or stopped up inlet valve. Also ensure that it is not draining the water out as quick as it comes in.

Thank you for your response. I cleaned the screen, made sure there were no kinks, frozen lines, or blocks on the inlet line. I also confirmed this by using another water source and supply line. It is not draining out. Water pressure is 55 psig.
Per a video on Appliance Parts Pros, I checked the resistance on the water valve. The two videos say it is supposed to be 25 ohms. It is an open circuit. Voltage to the valve is 12 volts DC. I ordered a replacement water valve from Appliance Parts Pros. Part No. AP5810251. The replacement valve reads open as well. I talked to your customer service, and they said I would need to install the valve and operate the dishwasher to get a proper resistance reading. The new valve still reads open after starting the dishwasher.
