I would remove power from the unit and check the heater for continuity with a meter, should be around 12 ohms. It would not be the first time that a part is bad right out of the box.
If OK then check the wiring from it up to the control electronics.
If all OK then it is probably the control board.
Are you sure it is a heater problem or could it be a vent problem?
Is your serial number in the 501KWxxxxxxx - 702KWxxxxxxx range? If so, you may have one or more broken wires in the door. Take the outer door off and check if any wires are stuck in the sticky tar-like damping sheet on the inside of the door. If so, you can splice the broken wires or replace the whole wiring harness. Just be sure to protect the wiring from the sticky damping sheet or it will happen again.
