Dishwasher arms will not spin

The arms are not spinning. I believe water is coming out as the dishes do get wet. How do I get the arms off to clean them?

Remove the bottom access panel and check if the pump motor is working while the timer calls for wash.

Check the drain solenoid on the left side of the pump motor.
