I have a GE TFX22ZASAWH side-by-side refrigerator that ices up and will not cool. After taking it apart I found one defrost heater that was bad (the lower one) and the other tests OK. But since they are wired in series neither one will work.
I tested for AC voltage across the two leads that go to the heaters with my Fluke 77 after advancing the timer until the compressor shut off and found a reading of only 22 Volts. Note that prior and during this test I wrapped the defrost thermostat in a medical ice pack that showed 20 degrees with a thermometer.
WHY am I only getting 22 volts AC across the leads to the heater? Shouldn’t I have 120 volts? Is this normal and if so what is regulating it?

I have daewoo fridge where it drainage gets blocked. I hope the defrost heater is not working. I changed the coil, still same. Is it a problem from the motherboard not gets power ?
