After emitting a foul odor the display on my ge oven went out. I ordered a new control board thinking that would fix it. It did not. Could it be the control panel instead? How do I tell?

Sounds like a burnt electrical wire or printed circuit board,

Already tried replacing the control board but that didn’t work. I am not getting any power to the display at all. Model number is JTP25sh3ss. Could it be a limit switch? I have done a thorough inspection of the wires and don’t see anything visual. One strange event to note is that I did get an arc off the yellow wire to the control board when switching it out, even though I had the power off. I accidentally touched it to the side of the oven housing.

Yes, that would be the next test,
At room temperature, all limit switches would be a closed circuit.
As for the yellow wire to the control board having voltage on it,
Are you sure you had both breakers set to OFF ?
And you’re sure there are no shorted, damaged wires, any where ?
There’s not a capacitor in the system, that I can see, or trace, that’s the only way you’d have voltage on a wire, with the power off.
Test the limit switches and re check your wiring for shorts, and we’ll have to go from there.
My oven temp sensor is reading low ohms. Could that be the power interlock? Continuity on the limit switches seems ok.

I doubt, a low resistance on a temp. sensor is your problem.
Maybe I missed something ?
There’s no display, and the wall oven is “dead” correct ?
You do have 220 VAC at the power conduit connector in the control panel,and 120 VAC at L1 and N terminals on the control, correct ?
