Clothes washer doesn't empty tub

Main Symptom: Tub doesn’t empty
What happens & when: On rinse cycle tub spins slow, doesn’t empty tub. While doing this every few seconds it makes a clicking sound.

If the front panel of the washer is removed, the drain pump can be accessed for testing. While the washer is in a drain portion of a wash cycle, the drain pump can be tested with a meter set to Volts AC. Is there 120 Volts AC reaching the drain pump when testing with a meter probe on each wire of the drain pump?
