My range won’t get hot. All the controls work, the fan works but neither of the elements will get hot. What would be causing this?

Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
The control etc. run off of 120 volts but the elements require the full 240.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts.
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.

I would do the following before checking the power with a meter as you do not have to mess with 240 volts to check it.
You will see that there is a Oven Shutdown Thermal Fuse in the oven element circuit. This may have blown. I believe it is Item 37 in Section 1 of the parts. Turn off power to the unit and check it with a meter. It should be 0 ohms.
Be sure to disconnect at least one side of any device when measuring for resistance. This prevents you from reading a an alternate/parallel circuit path.
If it is blown you may want to check that the fan runs and that the temperature sensor in the oven is OK. Also look at the elements for any sign of damage.

Check out 7,8, 20 and 21.
They do blow on their own often after a long self-clean cycle but it is best to check the above just in case there was another cause.
If you go to the Whirlpool site there should be install instructions that will help pulling the oven out.
