Broiler delayed ignition

Main Symptom: Broiler delayed ignition
What happens & when: When i turn on broiler hi, it takes about 3-4 mins for the gas to light. I hear a slight puff when it lights and a small gas odor that dissipates.
what exact parts(s) do i need to order to fix?
is there a description of the replacement process?

This is commonly caused by a burner jet being clogged or the igniter not being aligned to the burner properly. If the burner tube is thoroughly cleaned, does the problem persist?

I took a pic before i did anything. See attached. All appears aligned. I then disconnected the two screws holding the igniter. There is a large hole that appears to not be normal. See attached pic. I cleaned all holes with a paper clip. Then reassembled. Problem still exists. Please advise.
