Usually, this would be caused by a heating element, flow switch, or a thermistor/hi-limit failure. There is a small chance of the issue being a wire or power control module failure. The heating element should have a resistance of 11 Ohms when tested from terminal to terminal. The flow switch between the element terminals should have continuity when it is removed and the section pointing into the heater housing is activated. The thermistor and the hi-limit are a part of the same component. The attached image can be used to see which terminals are for which section. The hi-limit terminals would be tested for continuity, and should have continuity at room temperature. The thermistor terminals would be tested for resistance and should measure around 48K Ohms at room temperature. If these parts test good, the wire harness would need to be inspected for any indications of damage. If there is no damaged sections of wire, then the issue would likely be with the power control module.
