Belt drive Whirlpool won't spin

My belt drive Whirlpool washer will not spin. The motor makes a sound like it is spinning, but it is not. It did spin when it was empty as I was draining it before taking the drum out. I took out the drum and checked for stuck socks and tightened the belt. Most of the time the drum feels locked up when I try to turn it by hand. It seems to agitate and pump just fine. My research all points to a motor coupler, but I think that applies to the direct drive models. Can you give me some clues as to the cause of this in a belt drive model. Thanks.

The first thing I would do is check for continuity the spin solenoid and the spin plunger on the wig-wag (#9 on the break down diagram). Also check the wires.
