Bake setting not working on top oven

Main Symptom: Top oven bake setting not heating up
What happens & when: When I push the “Bake” setting on top oven, nothing happens.

Error Code (if any):
Parts or tests already tried: I tried replacing the igniter part #WPW10324738. Did not fix it. If I hit “Broil”, the igniter turns red and it works. But if I hit “Bake” nothing happens. What now?
