My dryer's terminal block was damaged. I know the power cord has 3 connections to the terminal block and the dryer specs say 3-wire. The wires in the dryer for the block are as follows: 1-black(thick), 1- blue, and 2-whites. Which wire goes in the center of the block and is one of the white wires the ground wire?

It's hard to say how to connect it without the wiring diagram for this particular model. Unfortunately the diagrams for such old model are not available on line. It can be inside the control panel.

Gene.
